I have the honour to refer to my Predecessor's

270/2/40 telegram No. 863 of 14th August, 1941, requesting Your

Lordship's approval of the immediate recruitment of a Police Cadet for whom provision would be made in the estimates for 1942-43. That new post and also two additional new posts of Assistant Superintendent of Police have become necessary owing to the re-organization of the Hong Kong Police Force on the lines set out in the enclosed memorandum by the Commissioner of Police. The increase recommended in the establishment of gazetted officers from 18 to at least 21 is, particularly in view of fresh responsibilities arising out of the war, urgently necessary. The necessary leave reserve for this increased establishment will be built up by regular recruitment of Cadets in 1942-43 and for several years to come in addition to any required to make up for normal deficiencies. Provision is accordingly being made in the estimates for 1942-43 for two Police Cadets additional to the one whose recruitment was sought in telegram No.863.

2. The above-mentioned two new posts of Assistant Superintendent of Police are also being included in the esti- mates for 1942-43. Your Lordship's prior approval for these two posts is now sought so that acting appointments of officers of the rank of Chief Inspector or Inspector may be made to them with effect from 1st April, 1942, subject to the approval of the estimates by the Legislative Council.
